2022 Legislation


AB 1996 – State Government: Administrative Regulations: Review: Requires each state agency to review its regulations and identify any that are duplicative, overlapping, inconsistent, or out of date to cut administrative red tape. Requires agencies to revise the identified regulations and report to the Legislature and Governor on or before January 1, 2026.

AB 2015 – Sacramento Regional Transit Board: Voting Methodology: Clarifies definitions relating to appointments and actions of the SacRT board, removes obsolete provisions, improves the supplies acquisition process, and authorizes board members and district employees to serve on the SacRT Retirement Board.

AB 2128 – State Parks: California Admission Day: Discounted Admission: Provides a 50% discount upon entry into California State Parks on State Admission Day, which takes place on September 9th each year.

AB 2154 – California Insurance Guarantee Association: Streamlines the funding process for California Insurance Guarantee Association (CIGA) bonds by creating one set of procedures and making funding readily accessible and less costly. Clarifies the new-member surcharge collection process to avoid unfair competition issues between new and existing members. Additionally, clarifies CIGA’s obligation to cover cyber security insurance policy claims in the event of the insolvency of a company writing this type of insurance.

AB 2306 – Foster Care: Independent Living Program: Expands and modernizes the Independent Living Program for foster youth by including current and former foster youth up to 23 years of age up from the current limit of 21 years of age. Expands services counties provide to assist youth with specified independent living needs to begin including former foster youth up to 25 years of age.

AB 2633 – Protection of parklands: American River Parkway: County of Sacramento: removal of persons engaged in the act of unpermitted camping and clearing of unpermitted campsites: AB 2633 allows for the clearing and removal of unpermitted campsites and those engaged in unpermitted camping from the American River Parkway to protect this treasured, at-risk park of national and statewide importance. Addressing the environmental and public safety hazards in the American River Parkway is critical to ensuring its sustainability and protecting the life safety of all park visitors, neighboring communities, and the sensitive species that live there.

AB 2443 – Public Employees’ Retirement: Judges Retirement System: Amends the Judges Retirement System II (JRS II) to provide early retirement options on a cost-neutral, actuarially-determined basis for judges who are at least 60 years old and have at least 15 years of service, or are 65 years old and have at least 10 years of service.

AB 2568 – Cannabis: Insurance Providers: Encourages insurers to provide more policy options for commercial cannabis businesses in California by emphasizing that insurance for commercial cannabis activities does not constitute a crime.

AB 2819 – The Rural California Infrastructure Act: Establishes the Rural California Infrastructure Act to get much needed money to the most rural parts of California to help revitalize community infrastructure important during emergency situations.

ACR 196 – Foster Care Month: Declares the month of May 2022 as Foster Care Month. Brings awareness to the nearly 66,000 children in California’s foster care system as one of the most vulnerable populations in the state of California.
